Sagebrush Farm Metropolitan District No. 1 (the “District”) is a Title 32 Special District that has been established for the purpose of planning, designing, acquiring, constructing, installing, relocating, redeveloping and financing of street, park and recreation, water, sanitation, and safety protection improvements of the District, and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Second Amended and Restated Service Plan for the District approved by the City of Aurora on September 14, 2024, as may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the City of Aurora, Adams County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City of Aurora or Adams County do not provide.
The District, together with Sagebrush Farm Metropolitan District Nos. 2 through 6, may incur a maximum debt of $340,000,000 in the aggregate; provided, however, that under an intergovernmental between all Districts, the District and District Nos. 3 and 4 are limited to $243,000,000, and under a separate intergovernmental agreement between the District and District Nos. 3 and 4, the District is limited to $200,000,000. Debt may be payable from any and all legally available revenues of the District, including general ad valorem property taxes, fees, rates, tolls, penalties, or charges as provided in the Service Plan and Section 32-1-1001(1), C.R.S.
The District may assess a maximum mill levy of 50 mills, as adjusted after January 1, 2004, to take into account legislative or constitutionally imposed adjustments in the method of calculating assessed value, to repay such debt.
The District files an Annual Report to the City of Aurora and the Adams County Clerk & Recorder.
The District’s boundaries overlap with the boundaries of: City of Aurora; Adams Country; Regional Transportation District; School District 28J-Aurora; Urban Drainage and Flood Control District; and Urban Drainage South Platte.
